How Fast Track car rentals work
1 week minimum rental. Security deposit equal to the vehicle’s weekly rate. 1 week minimum return notice. Early unscheduled returns may incur a penalty fee of $200 plus the rental fee up until, and including, that current day.

How to apply for a Westchester TLC license

Week 1: Start application
Visit Fast Track at 37-03 21st Street, Long Island City, NY 11101
- Driver shows up in-person with 3 Applicant Reference Forms and required IDs
- Fast Track offers notary service for the 3 Forms above and the general driver application
- Fast Track prints out the driver application form and provides guidance
- Driver pays and completes the 6-hour Defensive Driving Course at Fast Track (Fast Track will host weekly sessions)
- Fast Track finalizes the TLC application package for driver
- Fast Track submits the finalized package by mail to Westchester’s TLC
Week 2: Complete drug test
Visit Westchester TLC at 112 East Post Road, White Plains, NY 10601
- TLC emails driver ‘Your application is received. Please proceed with drug test’
- Driver makes drug test appointment at Westchester TLC
Week 3: Complete fingerprinting
Visit Westchester TLC at 112 East Post Road, White Plains, NY 10601
- TLC emails driver ‘Your drug test is approved. Please proceed with fingerprinting’
- Driver makes fingerprinting appointment at Westchester TLC
Week 4: Complete license and vehicle pick-up
Visit Fast Track at 37-03 21st Street, Long Island City, NY 11101
- TLC mails Fast Track the driver’s approved license
- Driver goes to Fast Track to pick up license and starts renting vehicle

- Valid Westchester TLC License (see 'How to apply for a Westchester TLC license' instructions above)
- Valid New York state DMV License (other licenses may be excepted on a case by case basis)
- Must be age 21 or above
